What do words mean?

What is the definition of war?  Does it only mean the use of ground forces, or does it mean the engagement of an enemy by what ever means necessary to achieve victory?  If it means the latter, we are at war with Islamic Terrorists in spite of the failure of our leader to use that term, or for that matter his failure to even identify the forces we are fighting.  The name of our enemy is ISIS, the key word in that identifier is Islamic.  Why won't our leader identify the enemy?  Is it because of his upbringing, the dreams of his father, or his fear of offending a group of people?  While we are on the subject of definitions, what does the phrase "Bring to Justice" mean?  Every time the Islamic Terrorists (there, I said it) attack and kill an American we are told the perps will be "Brought to Justice", but it rarely if ever happens, unless by bringing to justice we mean killing by the use of drones.  But in my dictionary that's not justice its retribution.
